Delaware State Police have charged a man with his seventh DUI.
Troopers say 31-year-old Samuel Phipps of New Castle was driving south on Interstate 295 in New Castle about 8:45 p.m. Friday when his vehicle left the road and hit a guardrail. Officers say Phipps appeared to be impaired and say he admitted to smoking marijuana that had been dipped in PCP.
Phipps was charged with seventh offense after six prior offenses – driving a vehicle under the influence of a drug. He is being held on $21,000 secured bond.
