A Senate committee on Monday approved the measure. It awaits a vote in the chamber.
The measure would apply to newly constructed homes. It would not apply to mobile homes or homes not connected to a public water system.
Supporters of the bill say it would save lives.
Opponents say the requirement would drive up costs and make it more difficult for residents to build homes.
