U.S. Department of Labor issues guidance on when companies including staffing agencies and contractors can be classified as “joint employers” and be held liable for labor violations. The guidance could affect companies ranging from construction firms to restaurant chains that might be held responsible if their temp workers did not get paid minimum wage by her employer.
