Stricter Dog Regulations Considered in Arkansas Town

Leaders in Hot Springs Village, Ark., are considering new regulations on dogs after a 75-year-old resident was killed by a bull mastiff while on her morning walk.

A proposal before the Hot Springs Village Property Owners’ Association Board of Directors would create a leash law for the community. The proposal would require a leash in all areas of the community, except the dog owner’s personal property and a recently completed dog park.

Residents in the community have asked for stricter animal control policies after the Nov. 21 death of Joan Kappen.

The Sentinel-Records reports that the board of directors plans to vote by Feb. 19 on the recommendation. If approved, the recommendation would also have to be approved by quorum courts in Garland and Saline counties to take effect.
