Legislation and bans don’t work because people are stupid, irresponsible, and must be entertained 24×7. I forgot to mention that they weren’t raised to regard driving as a FULL TIME JOB that demand their 100% attention. Whoever comes up with a solution is a genuis.
There will still be idiots who do it, but at least they will be violating a statute and have to pay a fine if caught. Make the fine steep enough and they will get the idea (and perhaps fund the victims funds which are broke)
