Mass. Dental Corporation Gets Its Fill of Charges

December 16, 2004

A Massachusetts dental corporation with offices in Walpole and Hanover was arraigned in Suffolk Superior Court this week on charges that it billed Medicaid for dental services that were never rendered, Attorney General Tom Reilly announced.

Drs. Miller Solowsky & Associates P.C., a dental practice with offices located in the Walpole Mall and Hanover Mall, was indicted by a Suffolk County grand jury on one count of Medicaid False Claims and one count of Larceny over $250. The corporation was arraigned on those charges Wednesday.

In addition, a civil suit alleging violation of the Medicaid False Claims Act and Breach of Contract with the Division of Medical Assistance was filed against Miller Solowsky & Associates and Ronald S. Miller, D.M.D. Miller is the president of the corporation and also has a dental practice located in Randolph.

The allegations are that Miller Solowsky & Associates and Ronald Miller defrauded the Medicaid Program by submitting numerous phony bills for services that were never rendered and by unbundling services between July 16, 1996 and Jan. 15, 2003. An extensive review and analysis of patient records and Medicaid paid claims data revealed that Miller Solowsky & Associates and Ronald Miller were submitting fraudulent bills for restorations and x-rays that were never performed and emergencies that never occurred.

Medicaid paid claims data also showed that the company and its president engaged in fraudulent billing practices by unbundling services in a manner that illegally increased the amount they were paid for those services.
