    When people choose to live in beautifully forested areas, they should know they have accept an extreme risk of total loss, and personal death. If the governors of CA and NV failed to work together to get this fire contained, the process required to collect ought to be fast tracked to eliminate the need for an attorney to file, and prevent victims from suffering a second emotional loss due to the claim process.

    There should be an administrative Judge assigned to determine if the state is at fault, if NO, then advise the victims who register with the state. If YES, then begin the process for them to clarify what they lost. Have it all online, and as easy as possible, then start writing checks.

    What if the victims had insurance? Then the state is only responsible for the difference between what insurance pays, and the total loss.

    What about the US Forest Service? The states should spare the victims that expense, and the states can go after the US Forest Service for re-imbursement.
