Instead of handing our an occasional fish, maybe the goverment should try teaching people to fish. That way they could feed themselves instead of being dependent on the government to keep providing cost of living adjustments to a poverty level that will never go away.
The government has no business teaching anyone how to fish. The best motivators known to man are cold, hunger, and nakedness. Let anyone of these kick in and the local fish population will be endangered soon enough.

People need to learn it’s their responsibility to earn their keep. Government has a responsibility to avoid burdening productive members of society by paying artificially inflated costs for goods and services. Throwing more money at a poverty level only sustains it.
