    I think that SB832 makes sense if we are to believe that punitive damages are to punish the defendant rather than compensate the plaintiff.

    Fines to the state are common forms of punishment.

    Bill must be a plaintiff attorney if he thinks this is a just piece of legislation.

    Who else in their right mind could ever side with these out-of-control self annointed legislators/confiscators?
