Mr. Rosenblatt, you can take a picture of someone on your property from a drone flying over your property. The bill doesn’t prohibit that because that person doesn’t have a reasonable expectation of privacy from you. They might reasonably expect to be free of surveillance by someone else outside the property. But if they are on your property they have to expect that you will see them and they don’t get to keep that private. So the bill doesn’t ban that and such a person cannot sue you.
