Handle them like traffic citations, They can’t contest a fine until after they’ve paid it. The companies will think twice about contesting small fine that clog the system and they’ll pay attention to mine safety.

Put in a second tier of penalties. If a known/reported safety violation that is in dispute ends up causing injury or death of a worker, the penalty doubles (if an injury) & quadruples (if it led to a death) and is non-disputable, along with criminal penalties for reckless endangerment of staff.
