I’d like to meet the jackass who came up the “first bite is free” concept. A dog doesn’t have to be vicious to bite. It’s their nature. Attacks vs. bites should be treated differently.
Not sure what you’re saying exactly about attack vs. bite, but if you want to know where “every dog gets one free bite” came from, you’ll probably have to consult some early 17th century English law books and even then, they probably won’t identify a specific origin. It’s a truly ancient common law principle that remains in force in maybe about 20 states. The rest have codified dog bite laws.
The real shame is the outright (and retroactive) prohibition on exotic animals. Seems like a knee-jerk reaction to a relatively limited problem.
