Well, Mr. Dread, if the Navy pilots do what you recommend, they may drop bombs in Iraq a mile off target BECAUSE they didn’t get the practice time in the Florida scub woods, and possibly hit unintended populated areas, or even the ground controller who called in the bombing strikes.
Imagine yourself in the pilot’s seat and you look on the screen and see a bunch of scrub hammocks/shrubs/palmettos, which ones would you select to release your bomb on? I think it would be easier in Iraq to find a building to bomb than a palmetto in Florida
