While I agree some form of punishment should be placed on the complex (espcially after 21 violations), I am wondering if any punishment was enforced on the parents of the toddler? Am I wrong in thinking they are responsible for knowing where their 2 year old son is at all times? It is hard to say if you don\’t know all the details but I would think so.
