Fines for No Insurance Included in $815M Texas Drivers Owe State

    Tough situation — how are you going to make people who can’t afford $50/month basic liability policies pay $250/year (for three years) surcharges?

    In my opinion a much better incentive would be to offer to waive all fines and penalties if the driver obtains liability coverage and maintains it continuously for three years. That way you can direct the very limited resources they do have towards actually getting insurance.

    Matt, you hit the nail on the head. It makes no sense to punish people for not having a DL or Insurance by making them pay more money. Most people drive without a DL because they have tickets they cannot pay and they have no insurance because they cannot afford it. So making them pay even more money to keep their license just perpetuates the cycle.
