The initial legislation was not bad legislation. The people involved in formulating the legislation did \”think through\” things well enough to give the implementing agencies the flexability to do what they are doing now. And that\’s taking a breath and moving along carefully.

What the implementing agencies did when they pulled the original ITN to refine it was the right thing for them to do. This is something that they may have to do again and actually might make some sense considering that the Re-Bid has some options in it that might need to be honed.

The implementing agencies have some bold options in the project that they may or may not use depending on the responses from various vendors. The technology associated with some of those options is moving fast. Some options are advanced and integration is complicated. It\’s a good thing for the Texas taxpayer that the state is being careful because this project could become a mess if it is not designed and implemented correctly.

Hopefully, Texas will have the best system of this type in the country. We will see.

They really should think-through legislation before they pass it.

I figure they can get a computer program to work easy enough, but they are going to need to hire a force about half the size of the Chinese army to pick up violators. Then we\’ll need to open new courts to deal with appeals and pleas from people who maintain that they did maintain insurance.
