The Oklahoma Constitution clearly states: The Senate shall elect a President Pro-Temp to serve in the absence of the Lt. Governor. What that clearly states is when the Lt. Governor is not present to preside over the senate, then and only then the President Pro-Temp is to act as its president. But I have come to accept Oklahoma politicians have a difficult time understanding the native tongue.
