This does not seem to be the case for authorities like transit agencies. Decades of poor hazard elimination, system neglect, and accounting issues seem to fall on no one’s shoulders.

Boards, especially Boards that are appointed for public authorities, have always been positions of prestige requiring little real involvement in the running of things. It’s a good thing that there is now some accountability attached to board positions. Unfortunately, we now live in a time when no one wants to own responsibility for anything and that includes the general public which is more than willing to sue a board member or anyone else if their is a potential for profit. Litigation is rampant and often ridiculous. Since there is now a strong movement toward Board responsibility, there should be corresponding movement to protect them from the ridiculous and frivolous. Maybe that would help attract the competent people that are needed in those positions.
