    Automobiles delivered to the flooded areas their VIN’s were all recorded by manufacturers, transporters and dealers receiving these autos.

    Insurance companies, one and all, record the VIN’s of all vehicles they examine as well as total-out.

    The unsold new car VIN’s databases were backed-up, as are all VIN’s. Therefore tracking these vehicles is not difficult if the industry is inclined to do so.

    I can’t insure a vehicle without tending its VIN to an insurer.

    In short the one main way these vehicles make it back on the streets is through the collusion of insurance companies with the unscrupulous dealers.
