Actually what it is that the town is tired of constantly begging the owners to either fix the buildings to tear them down and clean up the lots, so they have hired an inside arsonist to take care of the problem. The arsonist will never be caught.
The only problem with this is that they forgot to notify the fire department just to stand back and watch. Now the town has empty burned out shells to deal with.
