*as if I didn’t already know*
    What city?

I am not familiar with the town called “City, Iowa.”
    Particularly on the Mississippi River.

It might be helpful if, in this article, the proper name “Davenport” was used, ever.

Why does the taxpaying public across the country have to subsidize repairs and clean-up for these jerkwater towns in flood prone areas? If they can’t sustain themselves with disater budgets and insurance, too bad. It seems everytime there’s a flood, tornado, hurricane, or blizzard, one of these states wants federal aid.

    Um, Dread,
I might direct you back to the article and what was said…

‘Dave Miller, the administrator of the Iowa Homeland Security and Emergency Management Division, said federal disaster aid may not be on the way.

“Based on the preliminary information we’re receiving from county emergency managers, it seems unlikely that Scott County will qualify for federal assistance,” he said.’

So, the government has indicated that it is unlikely that they will be providing your tax money to subsidize the cleanup of this riverfont area in the city of approximetly 98,000 (estimate from 2003 Census numbers.)
So, from the article, the city will have to fall back on it’s own funds for this cleanup.

Think of it as an insurance policy in which you are uncertain what the total damage amount will be in relation to your deductible. You need to file in order to be considered for the coverage, but don’t want to have the claim denied because you didn’t report it in time.

Certainly, anyone who has done the research will _fail to live in a flood plain_ but not everyone has the time to do that research.

If you don’t like that FEMA provides assistance for floods, get the law changed.
