“There have never been so many tornadoes recorded in the first six months of a year, analysts say.”

Leads me to believe the recording system has not been around for long time.

Leads me to believe the counting of tornadoes has gotten better.

Leads me to believe there are more people and structures per square mile than “when” the recording started.

Leads me to believe definitions have been refined.

But, I do not believe an analyst who uses the word “never”.

You are so right; the issue is not the data that was collected but the interpretation. You know the old saw about lies, damned lies and statistics.
