This wasn’t a harmless prank. Livestock was stolen. The animals could have fallen off the roof to their death. The fire department wasted time and resources. What if they would have gotten a real emergency call? What is a firefighter was injured responding to this prank? It was stupid, irresponsible act that should not be ignored. Letting this go un-addressed only reinforces bad judgment and behavior.
The goats were not “stolen”; theft requires an intent to permanently deprive an owner of his possessions.
Nor is there any proof the goats were injured. If they were mountain goats, they probably liked it up there.
The farmer has an action for trespass (which he may want to pursue if he doesn’t want a repeat next year), but I don’t see the criminal aspect to this, except perhaps the catch-all “breach of peace”, whatever the hell that means.

hey, Jester lighten up a smidge. I did similar stunts (some worse) and still turned out to be a fairly responsible adult.
