How can the administration of one of the largest cities in the world fail to prepare for a storm that was forecast with plenty of notice, then over-react to one that didn’t warrant it thereby wasting even more money?
This clumsy and sophomoric mis-management is precisely why the city has a budget deficit. How many incompetent idiots lost their jobs over this? My guess is none.
