    On another note, and one more relevant. One possible way to encourage seatbelt use is to make it a chargable violation on your insurance. No seatbelt = higher insurance premiums.

    Also make it mandatory for any claimants involved in an accident that has bodily injury to have been buckled in (assuming they were in an auto) before a claim will be paid.
