    No one person should be held responsible for an event that occured in one of the most corrupt cities and industries in the world. No one person should have responsibility for insuring the safety of these cranes either. If everyone agrees crane safety is so important, there should be a “team” of industry, safety, and engineering experts to “jointly” inspect these things. The first violation should result in ejection from the job site and loss of the contract for that job. Nobody ever wants to take the strong actions necessary to effect change in bad behavior. That’s probably because too many “palms are being greased” in the trades and the bowels of the city departments.
