Since the passage of Proposition 12 in Texas which allowed the sate to impose a $250,000 cap on pain suffering-type awards:
there are now 30 new carriers in Texas (were down to 4 writing med mal);
There are 2,533 pending license applications from physicians seeking to setup shop, more than the total number of doctors that were licensed last year; and
average rates in the physician-liability market are down on average 21.3%
And Texas isn’t the only state where this has happened. Any other statements you’d like to throw out?
