Lifegaurds are unique in First Response in that in most case THEY are the ones declaring an emergency to which they respond. All other First responders are reacting to Police or public calls for help at some other location.
With a vindictive and litigious minority in our public it is easy to see a Lifeguard being hauled into court because he was treating a beach-goers cut foot and did not notice someone drowning further out. Lifeguards depend on the assistance of other beach-goers to inform them.
Other First responders do not have anything close to the levels of responsibility of a lifeguard.
