Of the several different towns I’ve lived in over the years, only Beaverton, OR religously enforced residential trimming/clearing of greenery. If you let your shrubbery, etc grow over a property line onto public ways, a notice would quickly would arrive in your mailbox. If you didn’t remedy the situation by a deadline, the town would trim and send you the bill.
Don’t ask how I know this. No, I didn’t get a bill.
