I’m totally shocked and in disbelief that one could find corruption in South Texas. (sarcasm) South Texas has been noted ever since I can remember, and I’m a 66 yr. native Texan, for corruption, political, etc. At risk of being politically incorrect I believe it is a result of the culture carry over from south of the border where “mordida” (Spainish for kickback) is a way of life. As an adjuster of 38 yrs. I have been offered mordida on claims by many of the Hispanic culture and only once by an Anglo. Culture, not race, is the issue.
