Investigators Say EPA Had No Rules for Working at Risky Mines

    EPA “OSC’s” as they are known are a smart bunch of cookies after working with them both at the DC anthrax and Katrina EPA responses. That being said, their backgrounds and ongoing training are more purposely directed to Public Health as it that of the PHS Serving Officers who are also assigned to EPA> None that I ever worked with had a modicum of experience in “hard rock” mining and PA has a great # of long closed coal mines. From a common sense approach in my mind should have been a Bureau of Mines or similar as the lead organization using outside contractors experienced in hard rock mining w/OSC’s as Public Health advisors and NOT in control.
