The CHP likes lane splitting because it’s safer, it works, and they do it all the time. Cops are required to obey the law–unless they use lights and siren, and are heading to a legitimate emergency. To outlaw it for regular citizens would mean outlawing it for themselves—if we agree that police are not above the law. Which they are not.
