the stupidity of the calif regulators is pretty obvious here. Progressive clearly states when you sign up for their “snapshot” program that rates WILL NOT be raised; they either stay the same or are lowered. and people don’t have to sign up for it; they simple “pass” (as many do) and go with normal rating. in fact, you currently have to be rated normally and then ask for the “snapshot” discount after the policy is agreed upon and purchased.
