    These attorneys discovered these victims by having access to the BSA files in the Portland case and saw a big pay day ahead. The man is deceased and was convicted in 1976 of the rapes. Why wasn’t a civil suit filed then?
    The BSA does not select or approve local leaders. The organization (civic, religious, business) that operates the scout unit selects the leaders. Now that we have computers any leader has a background check run when they register and the BSA notifies the local organization of any concerns.
