This punk needs to learn that his bad judgment and behavior won’t be tolerated. The only way to accomplish that is to make him feel the consequences. I’d suggest a year in the slammer followed by having to work on a wildfire crew for the entire season.
It would if they stationed him at Camp 16 which is the Prison Firefighter Training camp where Ted Hall and Arnaldo Quinones were based and who died tragically in the Station Fire. A little hard labor and the reality of his actions might straighten him up… but then again…

Though I whole-heartedly concur with Fran, punishment that would make an impression on him would be highly unlikely.

How about making him volunteer in a severe burn unit at a local hospital for a couple of years. That way he can see what a fire can cause.
