So, the claim is against an insolvent carrier, so CIGA will pick it up and the payments will come eventually from the CIGA surcharges on other insureds in the state of CA, who are likely taxpayers ….

Stew is right. Liberty won’t pay for the claim against the insolvent carrier; they own going forward liabilities and assets of Golden Eagle. (i.e. the name.)
