I would agree that the county is 5% at falult since they do inspections. If they didn’t do inspections then they would have no fault. 5% is appropriate as most should be on both the casio for letting that many “party goers” out there and the building owner (not sure if it is the same).
I am all for making the government responsible; but,
By extension:
OSHA would be responsible for work place safety.
MSHA would be responsible for mine safety.
States would be responsible for car emissions.
States would be responsible for sanitary conditions at peanut factories.
FDA would be responsible for medicine
