can we truly determine mother nature’s risk? there is not harmmonously even that we can time or predict when the plates will likley slide. we can’t measure the underneath shifting on a constant bases that will show us a damage related incident. and if that is a concern, why have we thought of an underwater earthquake, similar to the one last year and it might have come to the west coast. we can’t predict those, so how can you predict rates?
