Hey, Guv Gibbons – wake up – your prior “system” (professional panel review prior to suit w/out caps) drove St. Paul to the brink of bankruptcy and the other carriers in your State took their underwriting pens and went home. Of course THEN the legislature acted to provide some insulation for the medical community but your State still is under served by Docs -especially those in critical specialties. If you really want to make certain “this never happens again”, prosecute the wrong doers criminally and pass a law against human nature
