1. Make auto theft a felony with mandatory jail time. The courts don’t treat it as a priority so thieves aren’t intimidated.
2. Eliminate the profit motive. Anytime a vehicle is damaged to the point of being a total loss…..crush it and destroy the title. This will eliminate stealing VIN plates and putting them on a stolen vehicle. They, outlaw the use of used parts.
