    The natives must have finally awakened to Pork Barrel spending. Now they will be asking for federal money to constuct a new building. Transportation and lodging costs to send “students” will be extremely high. The geography and construction have nothing in common with the Mainland and its exposures. What new ideas could the grass shack builders possibly have to offer?

    We can only hope they have to submit a complete business plan including objectives, outcomes, lesson plans, the credentials of the intructors, and a staffing plan an budget, including who will pay for this long term.

    This one is easy to figure out. Only upper executives will be authorized to attend this specialized training, ie a free vacation at company expense. The politicians can then say that it is for the benefit of the nation at large and still jusify their junkets.

    EB and ERIC: you guys are so immature and obtuse you failed to realize the “grass shack” reference was a joke. If you’ve been to hawaii you’d know that aside from the resorts, residential housing is incredibly poorly constructed and won’t withstand much. Any experience they have with natural disasters is on a much smaller scale to anything seen on the mainland. And their response to them is less than stellar. They aren’t the ones to be establishing a center of excellence. And one more thing, cut the childish name calling. Disagreeing with someone is healthy, but resorting to insults tells me you nothing of substance to say.

    One should follow one’s own advice. Sarcastic discourse can very easily be misconstrued, especially when directed towards people as in your “native” and “grass shack” comments.

    UH at Manoa is an excellent choice as far as research/studies on forecasting, warning, first-alert, etc. As far as emergency response and rebuilding efforts, no particular state government comes to mind as being a good model. Does anyone else have any nominees?
