    If the Commissioner thinks the rates were too low, why didn\’t he have his actuary review, rather just be \”suspicious?\” No trust there. His logic makes no sense. all states require auto insurance, but do not approve the rates. Those that do have some of the least competitive markets, fewest writers, and the highest rates. sound like the Commish has little or no faith in market based rates.
