You've got to be kidding says:

These incidents occurred 2000 – 2002. Arrest warrants were issued after an 11 month investigation (indicating the investigation incepted December 2004). How in the world can they claim this as a deterent when the investigation doesn’t occur for 2 years and arrests are forthcoming some 3-5 years after the incidents. Witnesses disappear and cases can’t be prosecuted. This is a nice splash of coverage however I bet not one of these people are convicted in a court of law. They will all plea bargain, probably to a misdemeanor and none will serve jail time. Fraud does pay when you have ineffective leadership and prosecutions. Garamendi should be embarassed by the lack of effectiveness of this department. He needs better leadership and more aggressive/responsive investigators.
