    Dear Ms. Kegley: As expected, I did receive the claim files in my office on Thursday June 27. I have had the opportunity to review the file materials. You had made a specific request for medical records indicating that you had never received all of the records. You were able to tell me that you had never received the records of Good Samaritan Hospital or the records of a dermatologist that was evidentially mentioned in the report of Dr. Messinger. I have included a copy of the response from Good Samaritan Hospital wherein they advise that while their records show a visit by you on 8/25/88, they were unable to locate any records. No records were received and for this reason, none were previously forwarded to you. I did not locate any medical records from a Dermatologist. Dr. Messinger does make reference to Dermatologist in his report, state that this information is in the Valley Medical Center records (BS, implanted records (20+) of clearly no relations). The Valley Medical Center records do include chart notes referring to dermatological issues as well as a surgical pathological report from May 1989. (Fake records to support C8 radiculopathy?) This report refers to a surgical procedure performed by a Dr. Arthur Mayo. This is included in the records previously sent to you. (BS–repeatedly asked for the records submitted to Mr. Messinger and Cal-Comp) If there are any other particular records that you feel are missing, please inform me and we will make every effort to supply them to you. As I explained to you in our telephone conversation, Kemper Employers Claim Services has no legal relation or ownership interest in Cal Comp or any of the Superior National Insurance Companies. Kemper Employers Claim Services was engaged to adjust claims for these companies after they were seized by the California Department of Insurance and placed into liquidation by the California Superior Court in September 2000. Your claim was denied by CalComp Insurance Company April, 1996. I have enclosed a copy of that claim denial letter. The letter states that your claim was denied because “Dr. Messinger indicates you have not sustained an industrial injury to either upper extremity.” The letter also advised you that if you disagreed you could contact an Information and Assistance Officer at the state Division of Workers’ Compensation at no cost to you. A toll free phone number and the address of the nearest office were also included. You were also advised that you could consult an attorney and that the Workers’ Compensation Appeals Board was available to resolve disputes. (BS–another crooked part of the worker’s compensation system, design your own internal mechanisms) I have not found any information in the claim file that changes the original denial referred to above. As an administrator for the California Insurance Guarantee Association we will be unable to make payments on this denied claim.

    Enclosed you will find a certificate of no records signed by the custodian of records. we are closing this order pending receipt of any additonal information. If the certificate states other than the records are “LOST” or destroyed the custodian was contacted and the following verified.
    OTHER: The custodian has informed our office, their system shows visit on 8-25-88. However, they aer unable to locate this file, at this time. If you have any additonal information that will help us locate there records please contact us. There will be no charge to re-open this order. Thank you, approved by initial (JS), verified by (CS) initial Date 4/8.
    (How appropriate, but they did find that a 1979 medical record that does belong as a fake emergency room visit) AND how is that on (2) different occasions, 1st in May of 1996, I personally walked into Good Samaritan Hospital and retrieved the radiology films and record. And, in August 1998, their they were again.

    I in person interviewed 2 of the 4 corrupt WCAB Judges in Oxnard who laugh about the fact that Calif. Lawyers are not disciplined by African woman Judy Johnson appointed as executive Director of the Calif. State Bar .
