I think the law is settled on this issue already. The distinction between “appraiser” and “adjuster” is the key. A public adjuster needs to be licensed since they are charged with protecting the interest of the consumer within the context of a policy of insurance. An appraiser simply provides an analysis of value to the adjuster/s and the involvement of an appraiser is then just limited to clarifications as to how they developed and reported upon their opinion of value (or repair cost).
