The fact that this “owner” is a veteran has nothing to do with the fact that this is obviously a dangerous dog that he can’t control. What if this dog gets out and encounters a child? He may characterize it as a “pocket pit” but from the picture, it’s about the size of a normal pit bull. One bite is understandable but after that, the owner was on notice. He should have protected his dog by crating it if he can’t keep people from interacting with it.
