I don’t know about the negligence on the cities part for a driving error, but I don’t think the bridge should have been closed for a 5k race. the race should/could have been routed elsewhere where there was less major interruption of traffic. here’s a comment that will set a lot of people off: neither runners nor bicycles pay any gasoline taxes, which is what is used to build and maintain highways. they shouldn’t get the same consideration as motor vehicles!
