    I recall this claim vividly as I worked for the program manager that underwrote this risk. In addition to the department’s negligence cited in the report, you’d have to add gross stupidity. These were volunteer firefighters who responded to a furniture store specializing in sofa’s (upholstered furniture). It was fully engulfed and was far enough away from other structures that it posed no risk. Notwithstanding, these men were walking alongside burning wall when it collapsed on top of them. There was nothing to save and no one in danger. The prudent thing to would have been to stay a safe distance away and let it burn itself out.
