Keep the buggies on the unpaved shoulder, out of the traffic lanes. If they stray onto the pavement, they should be subject to the fines, etc or not be able to collect any damages.

So don’t put the triangle on your buggy and agree that you will cover all medical costs when you get run over and not sue the driver of the car that didn’t see you. Also cover the repair costs of those vehicles that collided with your unmarked buggy. Better yet, why not stay off the roads that were paved with modern machinery if your religious beliefs are so strict! You are living in a great society that allows religious freedom but not everybody practices your same beliefs, that is what makes us a great nation. You are entitled to believe what you want to believe up and to a point that it becomes a danger to society and yourself. Choice seems to be yours, comply with a reasonable state law or stay off the roads!

If you can’t tell that a buggy being drawn by a horse is a slow moving vehicle then maybe you are the one that shouldn’t be on the road.
