Maybe some of this money could have been spend earlier to make these mines safer. Is this a “Guilt” payment?

That’s a nice thought but it ain’t gonna happen. Coal mining has always been and will always be a dangerous activity regardless of how much expense and effort is spent trying to prevent disasters. In the old days they’d have canaries in cages to forewarn of methane gas leaks. Now with all the latest technology they have yet to improve on that.

When the owners do a cost-benefit analysis of spending big bucks on safety, the realities become apparent. There are relatively few people employed in the mines and those who are don’t command big salaries hence claim values are comparatively low.

The problem is exacerrbated by the fact the younger generations of miners keep working in the mines. It’s the best paying job they can get locally and they think they’re stuck in a rut. Unless they find the courage to break the circle and move away or join the military, they’ll keep doing what they’ve always done.

The company did the right thing by offering to pay for college. Maybe that will help open some doors to improve their lot in life.
